
Mr. Art Lozano, President
With the global concern of terrorist impacting our nation and businesses along with the well documented increase in crime, Mr. Lozano knew all too well, that our federal and local authorities would be and are overwhelmed by the demands placed on them. Businesses and individuals are looking toward private security firms to augment their security needs and to expeditiously resolve their concerns. Mr. Lozano brought together a team of professionals, with a vast amount of law enforcement, security and corporate management experience-as well as the understanding of human behavior to meet such needs with confidence.
Mr. Lozano has lived in the Dallas/Fort Worth metroplex for over 36 years. He has both a Bachelor’s and a Master’s degree from Abilene Christian University at Dallas and the University of Texas at Arlington. Mr. Lozano is a licensed mental health provider in the state of Texas and focuses in the areas of critical incident stress management, anger management, workplace violence, workplace management consultation and mediation. Mr. Lozano has worked as a Mitigation Specialist with attorneys in capital cases-interviewing, gathering facts and preparing individuals for court. In addition, he served over 20 years with the Dallas Police Department and has investigated hundreds of assaults, sexual assaults, robberies and homicides. Prior to retiring, Mr. Lozano participated in multijurisdictional undercover narcotics investigations.
Mr. Lozano brings a blending of law enforcement/security, human behavior assessment and management skills to HLP & Associates-Security & Protection Resources. He has the ability to analyze information, reach quick-appropriate decisions and effectively resolve problems. Mr. Lozano works with individuals and businesses to identify needs, tailor plans and strategies and implements actions that get results within established goals or policies.

Mr. Armando Perez, Vice-President
Mr. Perez obtained a B.A. degree in Criminal Justice from Abilene Christian University. He retired from the Dallas Police Department in March 2008 after more than 35 years of service. Mr. Perez served as a detective in various divisions, including Intelligence, Personnel, Vice, Internal Affairs, and Homicide. As a homicide detective for the last twelve years of service, he was involved in more than five hundred investigations of homicides, unexplained deaths, and suicides. This experience has permitted him to perfect interrogation and interview skills. As a detective in Internal Affairs, Perez investigated complaints involving other officers. He interviewed the complainants, witnesses, and the officers themselves. Perez’s experience in Personnel gave him the insight necessary to assess the behavior of people who wanted to become police officers.
Armando Perez is a TCLEOSE-certified Basic Instructor and has attended numerous schools including Dignitary Protection, Drug Investigations, Undercover Operations, and the Rabon and Reid Interviewing and Interrogation Schools. While working in the Intelligence Division, Perez was assigned to the Achilles Task Force with the Alcohol, Tobacco, & Firearms Federal Government Agency.
Mr. Perez is fluent in Spanish. Because of his expertise with Hispanic and Caucasian ethnicities and knowledge of homicides, Armando Perez has worked closely with media productions such as First 48 Hours (AETV) and Cold Case (CW33). His overall law-enforcement experience of 35 years identifies Perez as an excellent source of information which will be valued by the private sector. His interview and interrogation techniques, knowledge of human behavior, and training abilities will benefit any agency. Perez’s numerous relationships within law enforcement and the public sector are sure to meet any client’s needs.

Mr. James F. Hughes, Director Of Operations
Jim is the Director of Operations for HLP. He has a BS in Criminal Justice and a MS in Human Relations & Business from Abilene Christian University. Jim retired from the Dallas Police Department after 31 years, 20 of those years in an investigative capacity. He was directly responsible for the Drug Enforcement Administration Narcotics Task Force at DFW Airport. He developed the “Computerized Airline Ticket Profile”, participated on the Vice President Gore Commission on Terrorism, providing the FAA with the “Ticket Profile. He participated in the development of the Drug Enforcement Administration “Operation Jetway Training Program” which is responsible for training over 7,000 DEA, FBI, Customs and state and local officers/agents throughout the world. Jim was a featured speaker at “The International Airline AVSEC Conference” in Cairo, Egypt, on methods of concealment on aircraft.
Jim has experience in the private sector as well, as the Director of Security for a large banking institution where he conducted internal and external fraud investigations and was responsible for the physical security requirements of the branch banking facilities. Jim was also the Director of Security for Legend Airlines where he authored the FAA approved security manual, developed the access control and camera system for the terminal building and was directly responsible for the safety and security training of the employees.
Jim years of investigative experience and is proficient in developing training programs to fit the clients needs and requirements. Jim maintains relationships with numerous law enforcement agencies in the United States and throughout the world.
